I think that if the Lame Duck Bush pardons Ken Lay that the Kerry Justice Department should go after the all the other criminals with a vengence not seen anywhere but on TV. To to the top. Go after both Bush and Cheney, and take a very hard look at Every Presidential Appointee and every person who ever attended any meetings with any of those persons. I'm talking about a task force of Federal prosecutors here and I do not care what the cost would be.
I'm not saying that these people should not be investigated if Lay is not pardoned, but I know that they won't be.

In 1993, George HW Bush, while waiting out his "lame duck" period after his electoral defeat, pardoned Caspar Weinberger, who was scheduled to go on trial for his involvement in the Iran-Contra conspiracy.
