Republicans can't win in a democratic election between a Dem and Republican in a statewide race. What they've done is figure out a way they can win with only 12 or 15% of the vote, and even with that small of a number, they still have to peal away at least enough democrats to vote Yes on the recall and Yes on Arnold. The 'moderation' thing is VERY carefully crafted.
