What's the deal with Bush getting more votes than voters in parts of Ohio?

In another thread, it has been suggested that Bush got more votes that there were voters in some precincts of Franklin County, Ohio. What's the deal with that story? Does anyone know details?

keep this story kicked till we get more attention. Ohio spoiled and threw out ballots. Never counted military ballots there. Never counted absentees, never counted provisional ballots even though voters were bullied into filing them.
