They tried it on Germany around WWII. They figured that the power in question would get what it wanted and would stay within those bounds. Trouble was, Hitler wanted the whole world. Good ol' shrub wants the same thing. It looks like the European leadership has yet to learn what our nation taught them 60 years ago, and is now forgetting today.

1) It's called "Diplomacy". All responsible nations do it, in the hopes of mitigating the worst impulses of a rogue regime. Note: We will soon have a sapped military. Will they want to go into battle against former allies? Will draftees? Will the military tolerate endless belligerance?
2) They will have cover when they turn their back and make us a pariah nation.

Congratulations and vagueries to anyone winning an election are normal polite procedure.
Words like 'work together' and 'normalize relations' are just diplomatic courtesies.
It doesn't mean they agree with, or intend to deal with, the problem any differently than before.
