Here is the new composition of state legislatures |

Yet Kerry lost both those states. So people went to vote Democrat for the state legislature and voted for George W. Bush for President?

Our budget was an absolute mess and even though the governor called a special session it couldn't be resolved. Then if you consider the redistricting brouhaha, you'd know why people were pretty mad. We had the state senate in '00, lost it again in '02, and now have it back along with the house.
Governor Owens' chances of running for President are finito. He can't get anything accomplished. When people talked about "why isn't Kerry bringing up his Senate career?", they'll ask the same thing if Owens runs and doesn't talk about what he actually did when he was governor: i.e. underfund the schools and wreck the budget while chasing castles in the clouds over redistricting (which was shot down by our 5-2 Democratic state Supreme Court).
