What does Wyoming *do* with all of its "Homeland Security" funding?

What does Wyoming *do* with all of its "Homeland Security" funding?
I ask this because it's been pointed out that states with few terror targets are getting more funding per capita that states like NY and CA, which are not only true-blue states that will never deliver for the BFEE, but are also paying more in taxes and subsidizing states like Wyoming.

What are they doing with it? Hiring lots of police who are loyal to Ashcroft? Having "terror drills" at the local highschool? Is this just a way of paying off the red states for their support of the BFEE? (I do not refer here to the states where there were tight races, and which have urban centers.)

Agreed -- kinda weird that REAL targets that matter -- like NYC and SF -- get short-sheeted, and that the coasts and borders are considered a real yawn when it comes to threats to our beloved Vaterland, oops I meant Homeland.

But we're not allowed to talk about these things. We're so ignorant, anyway, so we shouldn't even waste the time of the Grown Ups who masterfully lead us in the Generation Challenge to Eradicate Terrorism ForeverTM.

Quit yer whining anyway! After all, the Red State folks (aka the former Confederated States of America) don't give a shit about us unless we are plunging to our death from a skyscraper attacked by a terrorist on our own soil. For those brief moments, watching the Towers fall, Mr and Mrs Righteous Heartland Christian forgot for a moment that the folks in the Towers being crushed or incinerated were possibly G-dless homos, or latte-sucking over-educated Elitist secularists, or Democrats.

9. Alaska is saner than Idaho?
The governor of Idaho requistioned all sorts of personal security goodies for himself in the aftermath of Sept 11. *He* got them. Just had to ignore some bitchin' and moanin' ....but hey -- sometimes difficult decisions to protect your own ass while leaving multitudes vulnerable are necessary.
