GOP was prepunching IL ballots in 2002! Buried story

A GOP precinct worker in Chicago was caught prepunching ballots in order to create overvotes in her precinct for the Dems. Tribune reported it and nothing more was reported because it goes against the media stereotype that dems only do this. This was how Jeb did it also...he prepunched three corners of the chad and then placed it back so voters didn't know they had a potentially loose chad that would make it look like an overvote after being run through the machine.

There is a special on Election misconduct that deals with the efforts to make voting as difficult as possible for non-whites, but there is nothing about pre-punching ballots to create overvotes.
