Welfare, poverty, and the guy who hasn't done his homework
I've been so involved with the election (and the post-mourning phase) that I haven't started this dang presentation at all and welfare reform is something I know very little about. It's for a public policy class and I have to give the presentation tomorrow.

I need to adopt a unique persepective in dealing with the issue. What is the current state of welfare in the United States? What is being done about it now? Is Clinton's welfare reform in the 90s a success or failure? What governmental course of action do you recommend and why?

Sorry I know this is lame but I'm struggling here. The statistics I've seen suggest that Clinton's welfare reform has been successful, but I can't just talk for 15 minutes about how we need more of the same. I've got to come up with a new policy and then defend it. Not looking for answers but maybe something to get the wheels in my head turning and set me off in a specific direction. Thanks to any helpful responses.

Also, I attended a conference in March where one of the speakers was a Professor at the University of Maryland who did a study for some corporation on the impact of of welfare reform (I don't remember his name). Not very encouraging news. In the 90's, you remember when the economy good, tons of people went off. Problem was the jobs they got sucked and carried no benefits. Now, some are coming back on the program.

It needed reforming, but the success of the 90's was propelled by the health of the economy.

Guaranteed annual income, single-payer health insurance, subsidized childcare, and systems available in nearly every "modern" industrialized county except ours.

2. Clinton's welfare reform just kicked people off the rolls. So it LOOKED
better numberwise, but on the ground it wasn't.
