As a wife and mother this is something that hurt me deeply: all men between 15 and (I think) 45 were not allowed to leave the city. It's the "Line 'em up and God'll sort 'em out" thinking that will kill plenty of non-insurgents and create a fresh set of people willing to kill and die to get rid of the troops in their country.
I certainly understand the tactical problem of identifying insurgents in an urban area, but this "tough shit" solution is a failure. How are the troops gonna be able to tell when to stop shooting? Does everybody have to die? 21st century war with effing 19th century tactics...

I *personally* (and I realize there will be disagreement) would not use the word hostage, because that refers to a very specific kind of situation, and I myself would not apply it here. My stand is that male civilians ages 16-44 do not comprise the entire fighting population, and by defining the fighters solely on the basis of being a man in that age group, we are not only making a tactical error, but bombing our way into a moral outrage.

Who knows which city will be the next target -- males not allowed to leave -- removed to "reservations".
This was the same policy used by the US military in their "pacification" of the Native American population -- that and smallpox tainted blankets (in Iraq Depleted Uranium).
