It's expected that, at some point, the loser has to come out and admit, publically, that they lost.
It can't be private. It has to be public. And if one doesn't do it soon enough, he or she's a sore loser.
Why? What is the point of having the loser come out and say, "Yeah. You beat me. You won, I lost"?
Strikes me as an exercise in sadism. But then again, so does politics in general.

I've been reading about the political systems of countries where there tends to be more power sharing between majority and minority parties, where the losing candidates get positions and representation. Sure it can be problematic but it strikes me as infinitely better than being stuck with a 'mandate' that half the country didn't vote for.
