Here's how I think Blackwell will attempt to elude a Recount in Ohio...

Here's how I think Blackwell will attempt to elude a Recount in Ohio...
Step 1: Blackwell doesn't have to certify until Friday, Dec. 3rd. And you know Blackwell will do that 11:59 PM Dec 3rd...

The unofficial count gave Ohio to George Bush by approximately 136,000 votes. The official count by county Boards of Election will begin on Saturday, November 13, 2004. It is due at the Secretary of State's office by December 1. The Secretary of State must certify the election by December 3.

Step 2: After certification, a group may apply for a recount. And then Blackwell has 10 days to finish said recount...

Under Ohio law, any candidate who does not win an election may request a recount within five days of the official certification of a vote. The cost of the recount is $10 per precinct, meaning that a recount of all of Ohio's precincts would cost $113,600.

The recount must be completed within 10 days of the request being made.

Step 3: The Safe Harbor date this year is December 13th.

Remember the 2000 SCOTUS decision: "Gore can now recount Florida - you have 2 hours."

I'm posting this so that the recount crew will not be ambushed. We have a month to find a way around this dilemma.

1. I want to know what they are going to recount?

Let's pretend that the vote is certified and the money is spent.
In the BBV precincts, what are they going to recount? I suspect
that they will simply return the same tabulated vote that was
returned on Nov 2. Recounting the memory sticks or whatever the
machines record the vote is no good. If the memory sticks are
corrupt OR the tabulation computer is corrupt, how would anyone
know?

2. My understanding is that there were only a few touch screen machines ...
this year. BBV suspects that between counting and reporting the punch card / optical scan votes, fraud occurred. And these two methods leave a paper trail.

In addition, a full recount brings under vote / over vote ballots into play.

but it's not the counties, it's the size of the vote percentage.
I think the contention was that the heavily populated urban centers
got the BBV machines. There were other studies and threads here
stating that Kerry won almost every heavily populated area...
but not these in both Florida and especially Ohio. The rural
areas would not have the BBV machines because, being lightly
populated, they wouldn't be prioritized, either by a state gov
trying to introduce BBV or election riggers trying to target Kerry
strongholds that they would like to influence to Bush.

5. My understanding

was that BBV was fairly common in both Ohio and Florida.
Furthermore, I've seen a number of threads here where some smart
weenies have been looking at a strong correlation between BBV
and discrepancies between exit polls the night of the election
and the final reported vote. Of course, I could have misunderstood,
perhaps all they meant was computer counting of votes instead of
true touchscreen voting machines with no paper trail.

someone might!!! He is a parasite sucking liberty's blood, she is dying, and I believe that any TRUE allegation against him (I'm sure he is in deep) is within the bounds of honor.
