The UN holds the whip hand in these negotiations. The UN's role would be, in truth, bailing the collective ass of the maladministration out. For that, they should demand and receive a rather complete set of considerations from them. In essence, lay the leather into their kidneys, early and often.

I want to hear Powell and Bush apologize to the millions worldwide who opposed their war. I want to hear them apologize to the thousands who marched in San Francisco, NYC, Seattle, Chicago, Ohio, Florida, Washington DC, Boston. And I want to hear them apologize to the Iraqi people. But most of all, I want to hear them apologize to the troops whose lives they sacrificed.

Anything less is criminal.

They are going to say Powell wanted to do for two reasons:
1.This gets W off the hook with the base (not that they aren't going to vote for him anyway but they must show a united front ya know)

2.Powell is the only way anyone at the UN would even consider this. W would be shown the door if he went there himself.

I know it seems better for the UN to handle the problems in Iraq--but please look at this thread with an article by the Guardian's George Monbiot. There are several reasons why the UN might be wise to hold back--not least of which is that there is no guarantee that the US, freed up in Iraq, will not launch another war.

But there's more. He (and the World Citizen Foundation that he references) suggests an immediate setting up of a constitutional convention. Do the democracy first. Give all the power to Iraqis--then the UN could easily go in. (The flaw here is that Bush* is probably incapable of following this excellent advice--which was out there as early as May 2 at the WCF site.)

The people of Iraq are in desperate need of help as are our
troops. However, I truly believe the UN would in the long
run, be saving the World from this Administration's insanity if
they teach them a very good lesson. We belittled the UN and
they know it - if they give in, the Bushies will always know
they can get away with murder and the UN will eventually cave.

As I said though, innocents will suffer because of this, but
sometimes tough love is necessary if not easy.
