stem more from the fact that NO ONE CAN DO THEIR JOB PROPERLY IN THIS COUNTRY ANYMORE.
Add that to the fact that rarely is incompetence punished (see the Oval Office for further details) and it's pretty obvious, to me anyway, that it's far more likely this is the cause than some giant conspiracy. Christ, I can't even get the bagger at the grocery to not smush my bread or put the meat and household cleaners in the same bag...how are people gonna be able to pull off a scheme of these proportions?? :shrug:
Oh, and a wee bit of standardization wouldn't hurt, either. My .02 and all. :hi:

Irregularities should be complained about loudly, rather than the fraud issue. Intentional tampering is not easy to prove, but irregularities are there for all to see. Accuracy and fairness. Who the heck can be against accuracy and fairness. Yes, I know - Republicans.
