Jim Hatifield — Researcher and writer who penned “Fortunate Son,” an unauthorized biography of George W Bush that included allegations of cocaine use, planted by Karl Rove, who knew that Hatfield, an ex-con would be discredited. The last thing Hatfield wrote “Why Would Osama Want to Kill His Ex-Business Partner?” that detailed bin Laden threatening to crash a plane loaded with explosives into the G-8 summit in Genoa Italy in July 2001. Bush slept offshore aboard a US warship and the meeting was guarded by SAMs. A “suicide.”

Mark Lombardi — Artist and researcher who developed “Global Networks” or “Social Network Diagrams” which illustrated and chronicled the relationships between many of our day’s shadiest characters, institutions and treasons. One of his works graphically charted Osama bin Laden, Sheik Salim bin Laden, James R Bath, Texas Gov George W Bush and HARKEN Energy. A “suicide.”

There are many more examples of brave journalists who’ve investigated the Octopus and turned up “suicided.”

Then there are the politicians: Remember Paul Wellstone was the first to say he represented “The Democratic Wing of the Democratic Party.” And John F. Kennedy, Jr. had expressed aspirations for elected office in his last days. Of course, these men died due to “accident.”

Then there's the Big C that took the lives of Sen. Frank Church who investigated the CIA and Sen. Paul Tsongas who was another good Liberal from Massachusetts. These men died of "illness."

The fact they were ALL LIBERALS who opposed all of what the BFEE stood for had nothing to do with it. That's "happenstance." Right.

Even Robert Ludlum would have been hard put to invent a more improbable espionage yam. In the eyes of the CIA Reinhard Gehlen was an "asset" of staggering potential. He was a professional spymaster, violently anti-Communist and, best of all, the controller of a vast underground network still in place inside Russian frontiers. His checkered past mattered not. "He's on our side and that's all that matters," chuckled Allen Dulles, a U.S. intelligence officer during the war who later headed the CIA. "Besides, one need not ask a Gehlen to one's club."

Gehlen negotiated with his American "hosts" with the cool hand of a Las Vegas gambler. When the German collapse was at hand, he had looked to the future. He lugged all his files into the Bavarian Alps and cached them at a site called, appropriately, Misery Meadows. Then he buried his Wehrmacht uniform with the embroidered eagle and swastika, donned an Alpine coat, and turned himself in to the nearest U.S. Army detachment. When the advancing Russians searched his headquarters at Zossen, all they found were empty file cabinets and litter.

The deal Gehlen struck with the Americans was not, for obvious reasons, released to the Washington Post. As Heinz Hohne and Hermann Zolling phrased it in The General Was A Spy, the German general took his entire apparatus, "unpurged and without interruption, into the service of the American superpower." There is no evidence that he ever renounced the Third Reich's postwar plan, advanced by his own family's publishing house, to colonize vast regions of Eastern Russia, create a huge famine for 40,000,000, and treat the remaining 50,000,000 "racially inferior Slavs as slaves."

Allen Dulles may not have invited such a man to his club, but he did the next best thing: he funneled an aggregate of $200 million in CIA funds to the Gehlen Organization as it became known. Directing operations from a fortress-like nerve center in Bavaria, Gehlen reactivated his network inside Russia. Soon, news of the first Russian jet fighter, the MiG-15, was channeled back to the West. In 1949 the general scored an espionage coup when he turned up Soviet plans for the remilitarization of East Germany.

When Dulles spoke, Gehlen listened. The CIA chief was convinced, along with his brother, Secretary of State John Foster Dulles, that the "captive nations" of the Soviet bloc would rise up if given sufficient encouragement. At his behest, Gehlen recruited and trained an exile mercenary force ready to rush in without involving American units. Also at Dulles' direction, Gehlen tapped the ranks of his wartime Russian collaborators for a cadre of spies to be parachuted into the Soviet Union. Some of these spies were schooled at the CIA's clandestine base at Atsugi, Japan, where, in 1957, a young Marine named Lee Harvey Oswald was posted to the U-2 spy plane operation there.

"I realized then that a society can change and must change one person at a time ..." Bush said in a video shown at the 2000 Republican National Convention about his tenure at P.U.L.L., the Professional United Leadership League, whose executive director, John White, had played tight end for the Houston Oilers in the early 1960s.

But former associates of White, who died in 1988, have disputed in recent interviews much of Bush's version of his time at the program.

But White's administrative assistant and others associated with P.U.L.L., speaking on the record for the first time, say Bush was not helping to run the program and White had not asked Bush to come aboard. Instead, the associates said, White told them he agreed to take Bush on as a favor to Bush's father, who was honorary co-chairman of the program at the time, and Bush was unpaid. They say White told them Bush had gotten into some kind of trouble but White never gave them specifics.

"We didn't know what kind of trouble he'd been in, only that he'd done something that required him to put in the time," said Althia Turner, White's administrative assistant.

Paul Wilcher wanted to defend a Michael Riconosciuto, one of the computer masterminds who helped Uncle Sam viz a viz INSLAW/PROMIS and was railroaded when he wouldn't shut up about the October Surprise and other things. Wilcher died fighting for the America he believed in -- the nation that is defined in the Constitution of the United States.

The following was extracted from a report by attorney Paul Wilcher, a report that eventually cost Wilcher his life. Duped by the Illuminati strategy of ‘divide and rule’, Wilcher simply believed he had uncovered evidence of a vast ‘right-wing’ conspiracy; little realizing that at the highest levels ‘left wing’ and ‘right wing’ are no more than two sides of the same coin. Unsuspecting, he went to present the following to US Attorney General Janet Reno on May 21st 1993, naively presuming her innocence. It was a fatal mistake.

On June 23rd 1993 Wilcher’s decomposed body was found in his apartment with all evidence of the following report removed. However Wilcher had given a copy of the 101-page report to Sara McClendon, a senior White House correspondent, shortly before his death, from which the following was extracted. COINCIDENTAL DEATHS OR PARALLEL MURDERS?

Casolaro's death was promptly linked to that of other journalists in
Guatemala and Chile. On January 29, 1991, Lawrence Ng, a stringer for the London Financial Times, was found shot dead in the bathtub of his Guatemala City apartment. Ng had been probing BCCI connections to arms sales in Guatemala. <11> Jack Anderson and Dale Van Atta have attempted to link Casolaro's death to that of British aviation writer Jonathan Moyle -- also ruled a suicide when he was found in March 1990 hanging in the closet of his hotel room in Santiago, Chile. <12> Moyle was looking into the activities of Chilean arms dealer Carlos Cardoen, who figures prominently in the Inslaw case.

Anderson and Van Atta take seriously the possibility that both
reporters were murdered and that both had been tracking the same "octopus." <13> Both were investigating the activities of Cardoen, a suspected conduit for arms sold to Iraq. According to an affidavit filed in the Inslaw case, Cardoen also played a role in the sale of Inslaw's purloined software to Iraq. <14>

Both Casolaro and Moyle had communicated with Anderson, who believed they were "no further along in the story" than others. "On the surface," Anderson and Van Atta wrote, "Neither man had evidence worth killing for."

British journalist David Akerman disagrees, arguing that Moyle had
uncovered information on connections between leading British arms makers and Cardoen, who used British licenses to manufacture high-technology weaponry for illegal delivery to Iraq. <15> Because the illegal weapons transfers were generally known among arms dealers, public disclosure would have been sufficiently embarrassing and financially damaging to have placed Moyle's life in jeopardy. 21. Anyone remember the late Mr. Alan D. Standorf?

Another individual who was investigating the INSLAW case has been murdered. Thirty-four-year-old Alan D. Standorf was found dead at Washington National Airport, he died of a blow to the head. His body was found on the back floor of his car, under a pile of luggage and personal items. Authorities believe Standorf was killed weeks earlier at another site.

Law enforcement officials are investigating the possibility that Standorf's murder might be linked with the death of investigative journalist Joseph Daniel Casolaro, who was found dead in a West Virginia hotel bathtub, his wrists had been slashed at least 10 times.

Standorf worked at a super-secret military listening post near Washington. He is suspected of being a key source of information to Casolaro. He worked at Vint Hill Farm, a military installation near Manassas, VA, that gathers electronic intelligence from spy satellites and other sources around the world.

Bill Turner, a defense industry whistleblower who met with Casolaro just before his death, says that Casolaro indicted that his "key" source had dried-up. Turner believes Standorf was that key contact. Michael Riconosciuto, who has provided testimony to Congress about the INSLAW case, insists that Standorf was Casolaro's key informant.

SEATTLE, Aug 31 (IPS) - The burgeoning scandal over claims that a Pentagon official passed highly classified secrets to a Zionist lobby group appears to be part of a much broader set of FBI and Pentagon investigations of close collaboration between prominent U.S. neo-conservatives and Israel dating back some 30 years.

According to knowledgeable sources, who asked to not be identified, the FBI (Federal Bureau of Investigation) has been intensively reviewing a series of past counter-intelligence probes that were started against several high-profile neo-cons but never followed up with prosecutions, to the great frustration of counter-intelligence officers, in some cases.

Some of these past investigations involve top current officials, including Deputy Secretary of Defence Paul Wolfowitz; Undersecretary of Defence for Policy Douglas Feith, whose office appears to be the focus of the most recently disclosed inquiry; and Richard Perle, who resigned as Defence Policy Board (DPB) chairman last year.

All three were the subject of a lengthy investigative story by Stephen Green published by 'Counterpunch' in February. Green is the author of two books on U.S.-Israeli relations, including 'Taking Sides: America's Secret Relations with a Militant Israel', which relies heavily on interviews with former Pentagon and counter-intelligence officials.

Of particular interest in that connection are derivatives of a powerful case-management software called PROMIS that was produced by INSLAW, Inc in the early 1980s and acquired by Israel's Mossad intelligence agency, which then sold its own versions to other foreign intelligence agencies in the Middle East, Asia and Eastern Europe.

The head of a computer firm wants the independent commission named to investigate September 11 intelligence failures to review accusations that his software-tracking program, which he says the Justice Department stole, was diverted to Osama bin Laden.

William H. Hamilton, president of Inslaw Inc., said the commission — headed by former New Jersey Gov. David H. Kean — should focus on the validity of published reports saying bin Laden penetrated classified computer files before the attacks to evade detection and monitor the activities of US law enforcement and intelligence agencies.

The 10-member Commission on Terrorist Attacks will have the authority to subpoena witnesses and documents in an effort to determine whether intelligence lapses by the FBI, CIA and other agencies contributed to the deadly success of the September 11 attacks.

“Bin Laden reportedly bought the US intelligence community’s version of the Promis database software on the Russian black market, after former FBI Agent Robert P. Hanssen had stolen it for the Russians, and used Promis in computer-based espionage against the United States,” Mr Hamilton said in a two-page fact sheet.

“The national commission may wish to examine whether the Justice Department’s misappropriation of Promis was, at a minimum, linked indirectly to pre-September 11 performance problems of US intelligence,” he said.

Summary: Inslaw deserves to be compensated. More importantly, the American people deserve to know the truth: Did government greed and bureaucratic hubris lead to a wholesale sellout of our national security? Did Saddam Hussein and Osama bin Laden have access to a U.S. computer tracking program that enabled them to monitor our intelligence-gathering efforts and financial transactions? If so, who is responsible for allowing the program to fall into their hands? And who else among America’s enemies might have access to the tracking system?

It’s an explosive spy software scandal that no one in official Washington wants to investigate.

This complex, tangled story began two decades ago, when a tiny private company called Inslaw Inc. developed a software package to help U.S. attorneys’ offices in large urban districts keep tabs on their criminal prosecutors’ caseloads. The program, dubbed the Prosecutor’s Management Information System (PROMIS), was effective and popular. It allowed a prosecutor to locate defendants and witnesses, track motions and monitor ongoing investigations. In 1982, Inslaw won a large Justice Department contract to implement the system nationwide.

In the meantime, Inslaw also developed privately owned enhancements to PROMIS. Despite contractural guarantees of Inslaw’s proprietary rights to the enhanced version of PROMIS, the Justice Department essentially commandeered the improved program for its own uses without paying for it. Inslaw was forced into bankruptcy and began an endless fight with the Justice Department to recoup its losses.

In the course of their court battles, Inslaw founder Bill Hamilton and his wife innocently stumbled upon shocking national security revelations. Former Attorney General Ed Meese, the Hamiltons concluded, had conspired to force Inslaw into bankruptcy so that an old Meese crony, California businessman Earl Brian, could take over the company’s assets. 26. PROMIS - INSLAW

FTW, October 26, 2001 - 1300 PDT (UPDATED Nov. 16, 2001) - An October 16 FOX News report by correspondent Carl Cameron indicating that convicted spy, former FBI Agent Robert Hanssen, had provided a highly secret computer software program called Promis to Russian organized crime figures - who in turn reportedly sold it to Osama bin Laden - may signal a potential intelligence disaster for the United States. Admissions by the FBI and Justice in the FOX story that they have discontinued use of the software are most certainly a legal disaster for a government that has been engaged in a 16-year battle with the software's creator, William Hamilton, CEO of the Inslaw Corporation. Over those 16 years, in response to lawsuits filed by Hamilton charging that the government had stolen the software from Inslaw, the FBI, the CIA and the Department of Justice have denied, in court and under oath, ever using the software.

Bin Laden's reported possession of Promis software was clearly reported in a June 15, 2001 story by Washington Times reporter Jerry Seper. That story went unnoticed by the major media. In it Seper wrote, "The software delivered to the Russian handlers and later sent to bin Laden, according to sources, is believed to be an upgraded version of a program known as Promis - developed in the 1980s by a Washington firm, Inslaw, Inc., to give attorneys the ability to keep tabs on their caseloads. It would give bin Laden the ability to monitor U.S. efforts to track him down, federal law-enforcement officials say. It also gives him access to databases on specific targets of his choosing and the ability to monitor electronic-banking transactions, easing money-laundering operations for himself or others, according to sources."

In a series of excellent stories by The Times, and as confirmed by parts of the FOX broadcast, it appears that Hanssen, who was arrested in February, in order to escape the death penalty this summer, agreed to provide the FBI and other intelligence agencies with a full accounting of his sale of Promis overseas. Reports state that almost until the moment of his capture, Hanssen was charged with "repairing" and upgrading versions of the software used by Britain and Germany.

On October 17, two different spokespersons at the FBI's Office of Public Affairs told FTW, "The FBI has discontinued use of the Promis software." The spokespersons declined to give their names.

2. In my above capacity, I had contacts with the Office of the  Israeli Prime Minister's Anti- Terrorism Advisor.

3. In 1982, the Israeli Prime Minister's Anti-Terrorism Advisor was Mr. Rafael Eitan.

In a meeting that took place in December 1982 in Mr. Eitan's office in the Kirya in Tel Aviv, Israel, Mr. Eitan told me that he had received earlier that year in the United States, from Mr. Earl W. Brian and Mr. Robert McFarlane, PROMIS computer software for the limited use of the IDF's Signals Intelligence Unit for intelligence purposes only. Mr. Eitan stated on this occasion, and on earlier occasions as well, that he had special relationships with both Mr. Brian and Mr. McFarlane.

5. This meeting took place in the context of a visit by a foreign dignitary. During a break in the meeting, Mr. Eitan took me aside and gave  me the above facts to relate to my superiors so that Mr. Eitan's office could take credit for the introduction of the PROMIS computer software into IDF's Signals Intelligence Unit.

6. I hereby certify that the facts set forth in this Affidavit are true and correct to the best of my knowledge.

The High Court will hear an application on Wednesday to wind up Meynard Freres, the finance operation run by Mr Maxwell (pictured right), Malcolm Grumbridge, a long-time associate of the Maxwell family, and Larry Trachtenberg, an American-born financier who ran businesses for Robert Maxwell before his death in 1991. Since then, Mr Maxwell has been operating via Meynard Freres, a business he set up in the mid-1990s. It has been active doing financial and property deals. It was involved a few months ago in the purchase of the business and assets of Astec Engineering Services, a Midlands business that had run into difficulty and was restructuring under a company voluntary arrangement (CVA). The CVA was supervised by a north London insolvency practitioner, David Rubin. Mr Rubin presented a winding-up petition against Meynard Freres at the High Court on 24 June because of moneys still owning under the Astec deal. A hearing is due on Wednesday and if Meynard does not pay up it is likely to be closed down. No one at Meynard returned calls when contacted about the potential winding- up. Mr Maxwell faces being declared bankrupt before this happens. Judge Michael Payne at Oxford Crown Court gave him 45 days in the middle of June to pay a debt of pounds 1bn owing to a company called Global Investment. The grace was given to Mr Maxwell to allow him to sell assets to pay the money

"With the help of Wackenhut and the Cabazons, according to Ben-Menashe, the U.S. developed its own version of the back-door and the U.S. and Israel began looking for a neutral company through which it could sell the program to foreign intelligence services.  The company chosen for the task was Degem, a computer firm with offices in Israel, Guatemala and the South African Bantustan homeland.  It had been taken over for the purpose by Robert Maxwell, the publishing mogul who drowned under mysterious  circumstances in 1991.

One of the forensic specialists who worked on the autopsy later noted that a perforation under Maxwell's left ear could have been caused by an injection of a lethal substance.  Labor Party MP George Galloway openly speculated in the British House of Commons that Maxwell was murdered because 'dead men tell no tales.'  Britain's PM John Major was even moved to deny publicly that British intelligence was investigating Maxwell's finances after his death.  By 1995, however, Britain's Serious Fraud Office had spent $13.9 million tracing Maxwell's web of over 400 companies (Reuters, 2/15/95), resulting in charges against Maxwell's financial advisors, Larry Trachtenberg and Robert Bunn, and his two sons, Ian and Kevin, for defrauding pensioners.  A second charge of conspiring with his father was brought against Kevin Maxwell, age 36.  The charge claimed that months before the elder Maxwell's death, he and his son used other pension assets and shares in another Israeli company, Scitex Corporation, to illegally raise money for other Maxwell companies (Reuters, 5/26/95).  The collapse of Maxwell's empire--which ultimately led to son Kevin standing in the unemployment line and widow Elisabeth unsuccessfully fishing for a publisher to handle her memoir--began well before he died, lending credence to the suicide theory."

" Maxwell's role as a cutout for a foreign nation's sale of computer software has been implicitly acknowledged by the actions of the FBI.  Robert Maxwell's dissemination of computer software was the subject of an FBI foreign counterintelligence investigation in 1984.  Ten years later, in January 1994, Inslaw obtained, under the Freedom of Information Act (FOIA), 18 pages relating to an investigation on this subject in New Mexico in June 1984.  The FBI furnished the documents to Inslaw in response to a FOIA request for documents relating to Maxwell's involvement in the 'dissemination, marketing or sale of computer software product, between 1983 and 1992.'  The FBI heavily redacted the 18 pages and ascribed the redactions to the secrecy requirements of national security.  One month before the FBI released the documents to Inslaw, it partially reclassified two of the pages that had been officially declassified in their entirety one year earlier. The FBI redacted the newly reclassified portions in the copies given to Inslaw.

"Robert Maxwell also developed a business relationship during the latter half of the 1980s with two computer systems executives from the Meese Justice Department, at least one of whom had responsibilities relating to the proprietary version of PROMIS.  Robert Maxwell set up a tiny publishing company in McLean, Virginia, in August 1985.  That company then hired two senior computing systems executives from a unit of the Meese Justice Department that operated the proprietary version of PROMIS.  One was the Director of the Justice Data Center, the Justice Department's own internal computer time-sharing facility where the proprietary IBM version of PROMIS was operating for one of the legal divisions under license from Inslaw.  The Director of the Justice Data Center resigned his estimated $90,000-a-year Senior Executive Service position to become Vice President for Technical Services at the six-employee start-up national defense company owned by Robert Maxwell." The political manoeuvring was revealed in records released to the National Archives at Kew, London.

In the meantime, the mystery of Barry R. Kumnick, a brilliant computer engineer, widens. Kumnick, who invented a new artificial intelligence software that would dramatically enhance INSLAW's PROMIS software, has been missing for six months. All his belongings, including the working papers on his new software program, called Brainstorm, were found in five crates auctioned by a storage company.

A missing report was filed with the Los Angeles Police on Sunday. Kumnick had developed software which would give a quantum leap to the PROMIS software. PROMIS tracks criminals, military movements or any type of personnel tracing. Kumnick's development would enhance PROMIS by adding a new dimension of deductions. The new program would allow the PROMIS software to interject personality characteristics and deduce the future or potential actions of the person being traced.

Kumnick wrote to his sister in Idaho that his new program would be extremely dangerous if it got into the wrong hands. He was excited that the government had offered him $25 million for the software but later, like INSLAW, reneged and forced Kumnick into bankruptcy. Kumnick has not been heard from since.

Five crates containing his personal belongings, crucial documents and even his passport, were discovered recently in a storage facility. No member of Kumnick's family has heard from him in six months. In contacting Kumnick's known business partner, the partner tells the family he never heard of Kumnick.

His software would enhance any tracking program, such as INSLAW, and establish an automatic deducing system. In the case of INSLAW, it could project the thoughts and characteristics of individuals (criminal or military) and forecast behavior or movement patterns. INSLAW was originally invented to track case loads for the U.S. Department of Justice. It was converted to be used by military intelligence agencies to track military movements, conditions and inventories.

"...On January 20th, 1981 while Ronald Reagan was being sworn in as President of the United States the Federal Reserve Board pressed a button and released instantaneously several billion dollars from a bank in London to Iran and that is when the hostages were released." (A statement made on the floor of the U.S. House of Representatives by the Head of the House Committee on Banking, Finance and Urban Affairs Henry Gonzales to the 102nd Congress 2nd Session on 9/28/92 CR pp.9591)


But by October of 1980, one thing was clear: If the hostages were released prior to the election, Carter would be re-elected. If not, Ronald Reagan would win. All major polls -- including one by the primary Republican pollster, Richard Wirthlin -- showed a 10 percent swing on just that issue.

In early October, word spread through the world media that Carter had negotiated a deal for the hostages' release. It was widely believed that he had agreed to unfreeze some $4 billion in assets claimed by the deposed Shah, and to supply spare parts to the American-made arms inherited by the Ayatollah Khomeini's revolutionary regime. The hostages were due home by mid-October, in ample time to assure Carter's re-election.

Then, mysteriously, the deal was off. The hostages weren't coming home after all. What happened?






In an affidavit Attorney Paul D. Wilcher sent to newly appointed Attorney General Janet Reno a short time after Gonzales statement reads:

... The October Surprise treason refers to the top secret trip then-Vice Presidential candidate and former CIA Director George Bush (along with a planeful of some 25 to 30 other top CIA covert operatives-including a handful of prominent Republican and Democratic senators and Congressmen) took to Paris on the weekend of October 18th and 19th', 1980. While in Paris, Bush secretly met with representatives of the Ayatollah Khomeini, paid them bribes in the amount of $40 million dollars, and promised to deliver to the man an additional $5 billion in arms (the shipments of these arms began flowing even before the election), in exchange for the Iranians agreement NOT to release the 52 American hostages they held in Tehran until after the November 4th, 1980, US Presidential elections-in order to guarantee the humiliation and defeat of President Jimmy Carter in the election- and in order to cement the CIA;'s lock on the White House for the next 12 years under George Bush. The Reagan and Bush Administrations and most recently the Congress-- in separate House and Senate October Surprise investigations in 1992- have tried to tell us that the October Surprise NEVER happened- that Bush and his CIA cronies NEVER made this secret trip to Paris on October 18th and 19th, and that NO secret deal with the Iranians was ever struck. But that simply in NOT true- as the 16 covert operatives referred to below will demonstrate in their forthcoming testimony. They will even produce a video tape to prove both the "October Surprise" treason and George Bush's participation in it -beyond all shadow of any doubt.

The body of Mr. Wilcher, attorney at law, age 46 was found later sitting on the toilet in his apartment, cause of death 'unknown'. (Octopus, pp.88-89). Sherman Skolnick, longtime chairman of the Chicago Citizens Commitee to Clean up the Courts, charged that approximately 40 people have died investigating the crimes associated with the October Surprise, Inslaw, BCCI, Iraqgate, S&L and others and not one of these murders has been solved. Notably Abbie Hoffman, the 1960's political activist, was injured in a suspicious automobile accident shortly after he wrote an article about the October Surprise for Playboy magazine. Purportedly he later committed suicide in the hospital. Also Danny Casolaro whose case was aired on the TV show Unsolved Mysteries, and writings that inspired Mr. Wilcher's investigation was found dead in a hotel room in West Virginia in late 1991 from apparent suicide ! Danny Casolaro's death, just when he was about to break the story of a lifetime, seems hardly likely, but the actions on the part of the Martinsburg, West Virginia authorities where Casolaro was found are down right bizarre as stated by ex- Attorney General Elliot Richardson, who many may remember was fired by Nixon for not firing special prosecutror Archibald Cox who.
Richardson, acting as counsel for Bill and Nancy Hamilton, the INSLAW, owner stated the following in an article in the New York Times (10/21/91 pp. A 17):
....In Mr. Meese's confirmation fight it was revealed that Ursula Meese, his wife, had borrowed money to buy stock in Biotech Capital Corporation of which Dr. Brian was the controlling shareholder, Biotech controlled Hadron Inc., a computer company that aggressively tried to buy Inslaw.....

Insight uncovers a spy probe in the United States by the Canadian government into the theft of computer software that allegedly allows surveillance of top-secret government computer systems.

But the keystone to this RCMP investigation is PROMIS, that universal bridge and monitoring system, which stands for Prosecutor’s Management Information System — a breakthrough computer software program originally developed in the early 1970s by the Hamiltons for case management by U.S. prosecutors. The first version of PROMIS was owned by the government since the development money was provided by the Department of Justice (DOJ), but something went awry on the way to proprietary development.

Seymour’s involvement with PROMIS began more than a decade ago while working as an investigative reporter on an unrelated story about high-level corruption within the sheriff’s department of the Central California town of Mariposa, near Yosemite National Park, where deputies reportedly were involved in illegal-drug activity. The dozen or so who were not involved repeatedly had begged the journalist to conduct an investigation. When she learned that one of the officers had taken the complaints to the state attorney general in Sacramento and within weeks was reported missing in an alleged boating accident on nearby Lake McClure, she launched her probe.

Within a week the Mountie had arranged to meet Seymour at her home to discuss aspects of his own secret investigation and begin the laborious task of copying thousands of documents Seymour had collected from an abandoned trailer in Death Valley belonging to a man at or near the center of the PROMIS controversy, Michael Riconosciuto, a boy genius, entrepreneur, convicted felon — and the man who has claimed that he modified the pirated PROMIS software. The documents provided specific information about Riconosciuto’s connections to the Cabazon Indian Reservation, where he claims to have carried out the modification, but they also painted a clear picture of the men with whom Riconosciuto associated, including mob figures, high-level government officials, intelligence and law-enforcement officers and informants — even convicted murderers.

“I sat there with my mouth wide open and my eyes practically popping out of my head — you know, that deer-in-the-headlights look,” Seymour recounts. “I couldn’t believe what this guy was telling us. It wasn’t anything I anticipated or even was prepared to hear.” She says, “McDade told us his investigation had to do with locating information on the possible sale of PROMIS software to the RCMP in the mid-1980s. He had found evidence in RCMP files that PROMIS may have been installed in the Canadian computer systems, and he said an investigation was initiated by his superiors at the RCMP.”

According to Seymour, “McDade said that the details of his findings in Canada could conceivably cause a major scandal in both Canada and the United States.… He said if his investigation is successful it could cause the entire Republican Party to be dismantled — that it would cease to exist in the U.S.” Hyperbole, perhaps, but bizarre stuff from a professional lawman.
