4. conceding doesn't mean it's over.
That's just something that's become a sort of election night tradition. The election isn't over until it's certified by the electoral college.

6. I thought it was pretty overt
He said "regardless of the outcome"--meaning the outcome has yet to be determined.
I imagine he knows very well that the recounts won't change the results, but he's throwing a bone to those angry that he conceded so soon.
