Is there any chance that the 'mandate' is code?
For 'mandate of the white people'?

It seems surprising to call a 51-48 win a mandate.  Or even a
mandate from the religious right, since they make up no more
than a third of the country.  However, considering the
inherent racism of their party, it wouldn't surprise me...

I believe that this administration panders to the homophobic white fundamentalist radicals. Radicals who go teaspoons as they ponder the inevitability of a world inhabited only by brown skinned people.

5. The mandate Bush is referring to are the white fundementalists....
...all other ethnic groups voted for Kerry and democratic.

And let's not forget the 1.4 to 2.0 million who voted for Nader. Their vote was as much not for Bush as not for Kerry. So Bush got 51% of the popular vote of which 87.5% came from the white vote. That is very telling about who George Bush's real base of support is.
