A. Family Health Plus is a state-subsidized health insurance program the state launched in 2001 to provide health insurance coverage to low-income adults who don't qualify for Medicaid but can't afford commercial health insurance.
In his proposed budget, Gov. George Pataki wanted to shrink the package of benefits offered by Family Health Plus by cutting eye and dental care benefits, and to make it harder for New Yorkers to qualify for the program.
The state Legislature got rid of most of the proposed cuts. The final budget, however, makes several changes in the program. It established co-payments at the same level imposed on recipients of fee-for-service Medicaid. The budget also established a new asset test for Family Health Plus applicants. To qualify, a family of three cannot have assets of more than $17,250 or income over $23,505.
