Iraq debt forgiven by most of Europe but not Gulf states...
anyone who reads John Perkins' book "Confessions of an Economic Hit Man" will know that the debt is loaded onto those countries/leaders in order to bring them under the control of the master (aka US/Westerners)

Funny how the Bush family lawyer, James Baker III of Baker/Botts Law Firm, is in charge of "debt relief". He also happens to be representing Saudi Arabia and Kuwait, countries that haven't "forgiven" the debt incurred by Iraq and stands to make a pretty penny recouping the booty.

1. Money is simpy reshuffled
Europeans forgive debt to ingratiate themselves to Americans, Americans don't ask the same of oil states to ingratiate themselves to oil states, oil states deign to keep oil flowing to US and to prevent any indigenous movements that might upset the status quo.

We could have paid off the Saudis with a check, but that's too obvious.
