bills like this only on paper - to the voting members, I mean? Or can they access it on computers - you'd think the good guys could run bills like this through a program that would red flag key words or phrases and help sift through the cesspool of words, pork and fraud.

It would be nice.. but I have no clue as to how they do it. I am majoring in political science hoping to get a job as a congressional aide in a few years, then I'll know ;)
