Flypaper strategy
I don't know about any of you other combat veterans out there, but if my CO had told me that I was being used as "flypaper", put out in the open so I could attract the enemy to shoot at me so that they could be located and destroyed I would have given him the finger, an M-16 suppository, and deserted on the spot. Soldiers are not "flypaper", how ignorant and disrespectful of your professionalism and effort. I was an infantryman, doing ground reconnaisance, and damn proud of doing a hard job 24/7 for weeks at a time. That's going to do wonders for recruiting. "Volunteer for the 1st Flypaper Division!" I've gotta get working on a patch!

The people leading the guerella attacks over there hate American occupiers, right?

Well, what would draw them out better than having Bush, Rumsfeld, Cheney, and Rice all walk around over there, unguarded and unprotected.

I think Bush summed it up best when he said, "Bring 'em on"

3. I don't know the reference you are referring to but.....
We used to fly what was called hunter killer missions that entailed a small helicopter called a LOH (Low Observation Helicopter) or as we called them Loach,would fly slowly along a river with some sophisticated sensor devices to detect body heat, while we flew about a mile behind with a light team of gun-ships. It was their job to get the enemy to fire upon them and then we would roll in on the spot fire came from. They were the decoy. Maybe not quite the same as you have posted here but still the mission was to attract fire. It is not uncommon to send out decoys.

4. it's not a strategy, it's a rationalization.
"see, we meant to turn iraq into a magnet for terrorists all along." this war was always about attracting terrorists to iraq so we can kill them.

it is, of course, unclear how this helps the iraqi people. and we all know that this war was all about helping the iraqi people, as bushy claims. it's also unclear how this helps find those famous invisible "WMD." this war, obviously, was always about finding and removing "WMD."
