Thank you for contacting me regarding H.R. 3015, the
National All Substances Prescription Electronic Reporting Act of
2003. I appreciate hearing your thoughts and understand your
concerns.

As you may know, the National All Substances Prescription
Electronic Reporting Act would, among other provisions, direct the
Department of Health and Human Services to establish an
electronic system for physician monitoring of the dispensing of any
schedule II, III, or IV controlled substance to patients. This bill
passed the House of Representatives on October 5, 2004, and is
awaiting action in the Senate. Rest assured that if this issue is
considered on the floor, I will keep your thoughts in mind.

Um, would or would not that also include nicotine and alcohol?

on edit: I think I'm wrong on that, but I'm looking for confirmation of what exactly falls under which drug schedule. a (not at all comprehensive) list at http://www.addictionscience.net/ASNclass.htm does not list nicotine or alcohol as on any schedule, but I think I'd like definitive confirmation of this. Does anyone know where I can find a complete and comprehensive list of all drug schedules?

further edit: ok, I found another list at http://www.expomed.com/drugtest/common.htm that says both alcohol and nicotine are not scheduled. Odd, that, for nicotine, at least, since it's more addictive than heroin....

This bill will be on the floor on Jan. 2nd. I would encourage everyone to write their state senators. This resolution not only violates the civil rights of people with chronic pain it violates the civil rights of all Americans. Those who suffer in chronic pain are barely able to function from day to day much less concern themselves with politics. When your in chronic pain for years at a time one looses site of the world around them. Give those in need a Christmas gift this year. Research the topic and if you're so inclined write your state Senators. Believe me this is a gift that will cost you nothing but a little of your time.

5. Nicotine and alcohol are not considered scheduled drugs.
Anti-smoking groups would like nicotine to be; then it could be regulated by the FDA.

Scheduled drugs are narcotic and other drugs that have potential for abuse (besides nicotine and alcohol.)

There are also Schedule I drugs: heroin and marijuana. The rationale being there is "no legitimate medical use" for these 2 substances. That's why the feds want to go after states that have legitimized marijuana as a treatment.

I am a Registered Nurse.

The idea of compiling a data base of everyone who is prescribed controlled substances is scary as hell. Pain is often not treated adequately now. Part of the reason for the reluctance of doctors to treat pain is the fear they will be face questioning by authorities for doing so.
