I think I missed something important on C-SPAN |

I was busy taking care of my daughter while I tried to watch, and someone told one of the audience members something to the effect of, "that is the most radical suggestion I have ever heard from a non-lawyer, and we will take it under serious consideration."
Did anyone catch it?

but it was something about 15 (?) red states having a clause in their state constitutions that would allow their electors to submit their votes in proportion to the Dem/Rethug votes cast by the citizens in their state.
Did anyone else hear it that way?

and suggestion was made that the 15 states that did not require all electors to cast vote for popular vote winner be divided proportionally among Dems and GOP.

He pointed out that a number of states don't absolutely require that all electoral college votes go to one canddiate. I can't recall if it was 14 or 17 states. I forget exactly why this is so.

A citizen (didn't get his name, it was an older African-American man) said that in 15 red states, there is no law requiring all electors vote for the popular vote winner, only tradition. He said Democrats can win this election NOW, legally, merely by getting electors not to vote for Bush. (I think he even said Democratic electors).
Conyers said "This is the most amazing proposition ever put forward by a non-voter" and added that it's worth looking into if the statement is true.
