I only ask because it popped up in an odd place when I was reading a work related report. I wondered what the person who wrote it was really saying...

The report involve citizen participation in setting goals in government.
The PD comment came when describing some of the difficulties in getting people to focus on outcomes.

not necessarily in a direct way either. I would love to reform our country to have PR representation in the House, get rid of districts altogether, get rid of the Electoral College, and get rid of the artificially low count of 435 members of the House. This would lead to a government more responsive to us, nationally, and to our needs. BTW: the only one of my suggestions that would require a Constitutional Amendment is the Electoral College one, all the others are NOT present in the Constitution.
