For whom does George W. Bush have compassion?

For whom does George W. Bush have compassion?
As we all know, George W. Bush styles himself as a "compassionate conservative."

Meriam Webster's defines compassion as:

sympathetic consciousness of others' distress together with a desire to alleviate it


With this definition in mind, my question is, for whom has George W. Bush shown compassion with his policies?

8. He's truly into "freedom"
Freedom to do business in any place, at any time, and without opposition from indigenous inhabitants.

That is truly compassionate, giving others the right to make a profit and hire cheap labor.

He shows a lot of compassion to them with rollbacks in environmental protections, tax breaks, a war they can profit from like bandits, he's done everything BUT given Ken Lay the keys to DC.
