That's the #1 principle of Macchiavelli. Everybody's out to get you and even your friends will stab you in the back if it serves their interest. Therefore, you have to to keep your enemies closer to you than you keep your friends and you have to keep your friends' enemies as friends in order to keep your friends from being enemies or vice versa. Point Being... Bush sees anybody that opposes him on any issue as an enemy, even if they're a friend because everybody's an enemy to the prince. People are nothing, but assets to him.
