He just announced this at his 'press conference', in reference to the Iraqi troops who have abandoned the battlefield.

We know there were no North Vietnamese MIGS over Texas though! But, Li'l Georgie wasn't responsible for the ground troops. He was extremely busy protecting the skies over Texas in unarmed and obsolete fighters.
