I don't remember Cuba deeding it over to us. Beyond that I don't think we have a legal precident to have gulags - yet. This has to be unconstitutional.

Dems in Congress don't seem to be outraged by this and if any of them even compromise a tiny bit on this notion they should be voted out!!!
This would be tyrany and the Declaration of Independence would be precisely what anyone still awake and believing in Democracy should read and act upon.
