exist in all countries and cultures, people who will take advantage of this type of situation to enrich themselves. You are quite correct about dontations, however, I would be very wary of donating to any other group besides the very well-known, well-established agencies that have good, trustworthy reputations (Red Cross, Doctors Without Borders, Oxfam, UNICEF, Save the Children, etc.)
