I remember an old joke where a guy is sitting at a bar, meets a beautiful girl and asks her to sleep with for 10 million bucks. She says "SURE". He then says what about for 10 bucks? She says "what do you think I am a whore? He replies, we've already established that fact, now we're just negotiating a rate.

What Mr. Williams has done for us is establish the going rate. This can be very helpful because it establishes a baseline.
