Apparently being in Asia when the tsunami strikes tends to make you kind of cynical toward how big hearted and open armed Mr Bush's response to the tsunami/earthquake/flood disaster was. I think it's a bit generous of her to say that Bush had a shred of credibility left before the disaster struck, but we're seeing eye to eye now.
