Dumb people don't know they're dumb. They think they're pretty smart.
Edit: oops, my bad.

Kruger, J., & Dunning, D. (1999). Unskilled and unaware of it: How difficulties in recognizing one's own incompetence lead to inflated self-assessments. Journal of Personality and Social Psychology, 77(6), 1121-1134.
This reports 4 carefully controlled studies. JPSP is a top refereed journal.
It's a great article and * and his gang could be poster boys for it.

It said something like the people who didn't think they did well on academic tests actually did well and the people with low scores thought they scored in the top percentile.
The hypthesis being that competent people have high self assessment skills. Which means they know when they make a mistake and take corrective action.

When I write my letters or e-mails to members of Congress concerning the quagmire in Iraq, I'm going to mention the impotence and incompetence of the Bush administration in area after area.
Not only did they not free the area from terrorism, they increased the chances of it happening, thanks to the porous borders and the shortage of troops to keep order.
Not only did they not locate weapons of mass destruction, but they failed to secure sites where there was a chance of producing evidence concerning weapons programs. All this looting later, and what are we going to be able to hold before the world? Apparently not a lot.
And in both Iraq and Afghanistan, the tendency has been toward half-measures, with dire consequences for the populations, the troops, and aid workers. Afghanistan is still mostly dominated by warlords, and the whole notion that women are now freed from oppressive treatment is a huge joke. It looks as though they're setting out to make the same mistake in Iraq.
