Under what circumstances?
Was he giving a speech?
Is this a press release?
Did some one leak a copy of Baker's private letter to Bush?
To say that Baker "is advising" the Bush administration implies some kind of relationship. Does one actually exist? Isn't Baker Bush's "special envoy" in resolving Iraqi debt? What does this latest "advice" have to do with his role, if anything?
I found it very strange that this article has absolutely no context.

They're planing to pull out and trying to make it look like Bush is listening to advice and making thoughtful decisions. They've known they couldn't hold on to Iraq for months now. They put our troops through months of deployment in Iraq so they could stage this farce of an election all to make themselves look good for the sake of Bush's re-election. It all a scam. The pull out is a done deal just watch.
