There are 90-someodd replies to the Washington Post article on the speech, at the time of this post. I've only looked at a handful, but they seem to be pretty negative. Here's the link and some excerpts from some of the first few posts. It looks like there's one positive Bush comment and 9 negatives on the first page alone:

Well today marks the begining of the end for George W Bush. He had the opportunity to adress the concerns of the American people, he chose instead to peddle the same old clap trap that he has in the past, showing not only his ignorance, but his profound disrespect for the American people. The man is so stupid it beggars belief.
The administration will continue to try and offload their failure to the UN and I hope the UN extracts their pound of flesh.
The thing that disgusts me the most about George W Bush is his attempt to link terrorists to Iraq. The irony is that Mr Bush's actions have accomplished what he charged Saddam Hussein with. Out debacle in Iraq has succeded in attracting every terrorist group there.
The man should be impeached and tried for high treason.
The media meanwhile continues to support their guy, making their credibility next to zero.

Did he say anything, oh yeah, blah, blah, blah(In reality I want my mommy, they are not playing the game my way) Bush would have done us a favor, by leaving our Sunday free to enjoy friends and family. He opened his mouth and the bunk flowed easily as usual. He is an insult to America. He is an insult to the rest of the world. The world has figured this out, will Americans wake up (WAKE UP !!) in time. Sad thing, when will the press start to ask Bush relevant question of his performance, and lack of. Just when you thought he couldn't be any more arrogant, tonight Bush forgave the U.N. countries for disagreeing with him and told them it's time for them to step up to their responsibilities.
