It is a letter written by a naval officer aboard the USS Abraham Lincoln, which sailed to one of the worst-hit areas. The whole crew immediately threw themselves whole-heartedly into the relief and rescue effort and he describes what they see and do. It's an especially moving description because you can sense between the lines how strongly the the experience has affected him.
