and they say that $8-15 billion will pay for the goal of every child in the world getting at least a primary education.
Cheap at twice the price.
We gonna get that kind of payback from the 87 billion?

...they're cutting the budgets for them. And for defense (something I don't care about anyway, and am pissed at the fattening of), they keep increasing the budget. It's getting to the point where that's the only program where they're increasing the budget nowadays.
