For signing "I love you", you also have to have the thumb extended out to the side. It is the combination of the sign for the letter I and the letter L.

I feel so much better being wrong about that sign! Thank you! Thank you! I am so glad that i posted that..just so i could be wrong...now...well...yep..that is the "horns" then!! They are evil...and even flaunt it! Now correct me again if i am wrong...clearly i am limited on my sign language skills, but isnt the sign language for bullshit...that sign she is doing..along with the other hand under it sort of sweeping out the shit?

and so the hand gesture represents the mascot (his name is Bevo by the way) and students yell "Hook 'em Horns!" at games. It was never meant for inagurations though.
Basically, it just means your a Texas Longhorn.

I actually thought of Metallica the first time I saw the pic. But I do think a huge number of posters here don't know the "Hook 'em, Horns" thing.
For the record, if you ever went to a Princeton game, you would think that a Nazi rally broke out during the alma mater, because we do this quasi-straight arm salute during it. It's not straight up, but in a picture it looks creepy.
