1. Something's up...

All of these families shot up allegedly "fail to stop" when directed to do so. There has to be some misunderstanding. Do they think they are "insurgents" and try to drive through or is the gate clearly marked? I just don't believe all of these mothers and fathers take their family through for certain slaughter. Any theories?
