19 allegations of mistreatment at the prison, with most occurring from Nov. 6 to Nov. 8, according to the report.
Tim Savoy, spokesman for the Texas Youth Commission, said
seven cases have been confirmed. The commission runs the facility.
Based on the findings in Wednesday's report, Savoy said eight prison officers have been suspended indefinitely without pay pending a review.
No criminal charges had been filed against the guards by police or the Hidalgo County district attorney.
In another case after the riot, an officer
held a youth's head down with his knee while kicking him in the ribs with another knee, causing bruising and scratches, the report said.
The prison houses about 240 of the most serious and chronic juvenile offenders from across Texas, Savoy said.

They found instead that three officers brought several residents outside in handcuffs for at least an hour, Savoy said. During that time, one was "
stuffed" into a brick wall and suffered bruises and swelling, and another suffered ant bites from lying in the grass, Savoy said.
Officers poured water on the ground next to the boys, sending splashing mud into their faces as they lie handcuffed, Savoy said. ....
