.... Since the riot, inmates have made 19 allegations of mistreatment at the prison, with most occurring from Nov. 6 to Nov. 8, according to the report.

Tim Savoy, spokesman for the Texas Youth Commission, said seven cases have been confirmed. The commission runs the facility.

Based on the findings in Wednesday's report, Savoy said eight prison officers have been suspended indefinitely without pay pending a review. No criminal charges had been filed against the guards by police or the Hidalgo County district attorney.

In another case after the riot, an officer held a youth's head down with his knee while kicking him in the ribs with another knee, causing bruising and scratches, the report said.

The prison houses about 240 of the most serious and chronic juvenile offenders from across Texas, Savoy said.

"This type of behavior is appalling to us and we don't tolerate it," Savoy said. "The agency exists to help young offenders turn their lives around, becoming productive, law abiding citizens. Hurting any youth is contrary to everything we value." ....

"It could be a violation of their internal procedures but it doesn't necessarily raise it to guard abuse," Guerra said. "If an inmate is unruly in my county, I'm going to let a guard take whatever steps he can take without injuring him to subdue him."

AUSTIN — The boy didn’t pull his pants up to a level that guards thought met the dress code, so he was handcuffed and his head was slammed into the door as he was taken out of the room, resulting in a baseball-sized blood blister.

Next, a 225-pound guard lifted the same 125-pound boy into the air and threw him. The boy landed on his head and sprained his neck. ....

In another case, a parent reported that two detainees at the center had been stripped to their underwear, hogtied with handcuffs and left lying in the sun for two to three hours. Written findings from the investigation of that case were not immediately available, but TYC spokesman Tim Savoy said agency investigators did not confirm those allegations.

They found instead that three officers brought several residents outside in handcuffs for at least an hour, Savoy said. During that time, one was "stuffed" into a brick wall and suffered bruises and swelling, and another suffered ant bites from lying in the grass, Savoy said.

Officers poured water on the ground next to the boys, sending splashing mud into their faces as they lie handcuffed, Savoy said. ....
