Because Bush's election money must be spent on possibly attacking them all. This means his funds are diluted. From this point of view, a dead heat running into the primaries by many dems looks awfully good.

He either spends money on gathering attack ad data way ahead of Nov 2004 for candidates who may not be running against him, or has to wait for the primary to start his attack machine.
