Questions for those who watched Frontline's terrorism report

Questions for those who watched Frontline's terrorism report
Compare and contrast the management models of the US/Isaeli neo-fascists with the terror network management model. It struck me that the picture we have of the islamo-fascists is one of running from cave to cave like desperate mountain goats. But some aspects of their organization structure seems to be pretty well suited for the war that they are waging.

Is it possible that the US management model is completely and utterly outdated, where decision making and ideology flow from a very few people at the top of the power chain?

Please share your constructive thoughts.
