They're voting but their ballots aren't standard issue. I don't think their voter registration cards meet Katherine Blackwell's paper weight guidelines either.

...the fact that a person was voting, would make him not an insurgent. Since the insurgents have threatened to kill anyone who votes, I guess he'd then be obligated to slit his own throat.
I am sure an insurgent could vote, if he had the proper ID that they require, if any, but I just don't think that's what they are about, since they've said democracy is "evil" and blew up polling places.

I mean, you were kinda joking right? Cause if not, what you said is kinda dumb. It's like you're saying they can't vote because they're insurgents, so therefore they have no choice but to become insurgents. Get it?
They are choosing to become insurgents because they CAN'T vote, but (more likely) because they CAN vote. See they don't want anyone to vote.
I'd imagine that anyone that shows up, is an Iraqi, and is not violent will be allowed to vote.
