Here is the very document from the neoconservative think tank "Project for a New American Century" written in 2000. On the board of directors for this think tank at the time were Dick Cheney (now vice-president), Donald Rumsfeld (defense secretary), Paul Wolfowitz (Rumsfeld's deputy), Jeb Bush (George Bush's younger brother) and Lewis Libby (Cheney's chief of staff)

Guess where I found this PDF? Right on their website. Can't really criticize the source.<snip>
