New York is worse for wear. The crime rate is going up, the muggers are nastier and so are the cops. Police brutality is up, too. These things feed on each other, so that by next year at this time, New York may be substantially less safe than it was when the site was selected.
I expect there will be some serious skull-cracking going on, and I'm not sure it will be limited to cops bashing demonstrators. It may go the other direction. The anti-war demonstration in February was out of control, even though the police won't admit it. If anything like that happens in September '04, all hell will break loose.
All of this was predictable, and preventable. Bush reneged on his promises to help rebuild New York, and he's getting away with it because of Republican executives at the city and state level. I have a feeling that September 2004 will see a grand melee. The cops know it, too. Between now and the Republican convention, there will have been a few trial skirmishes.
