How are those ads any worse than ones that claim that drinking Beer X will make busty women fall all over you?

The ads do, however, perpetuate the unrealistic image of cattle (be they dairy or beef) and other farm-raised animals as existing in the scenic, sunny. flowery meadows of some idyllic 'farm' when the reality is waaaaaaay different!
And like the ads you mention, they are dishonest. Those 'happy cow' ads wouldn't likely sell much cheese if they showed the true existence of a dairy cow.
Maybe not propaganda... but false and misleading advertisement.
