Wasn't DeLay's initial push for a broad law - not a "private one"?

Wasn't DeLay's initial push for a broad law - not a "private one"?
The law passed Sunday morning was a "private law", that is it is only to apply to Schaivo.

However, I thought I read that DeLay did not want a "private law" and fought against it. That he wanted a law that would use the same language - but apply to broadly.

The talking points leaked to the press suggest a broader law, as one of the points refers to "People like Schaivo" (eg others in PVS states).

If true, I think that their (DeLay, and republican leaders in house) intentions are important to seperate out the emotional impact of the individual case and think about what they tried to do in terms of Constitutional overreach. Their desired law would have tied families, courts, and hospitals up in knots.

Does anyone know what the original House version - or summary thereof said - was it broadly written to override state laws?
