Though McKinney wouldn't say in the interview whether she intended to run for office again, she did say she was working on making sure that voting machines across America were working properly so the country did not experience the same chaos and confusion that surrounded the November 2000 presidential election, when uncertainty over Florida ballots cast doubt on the outcome.
"I'm working with several local coalitions, looking at the integrity of the voting process," she said, declining to discuss details.
The right to vote is an important right, McKinney said as she talked about how she would be watching elections in Cincinnati, where an African-American minister running for local office is considered a hopeful sign for the minority community.
"Voting, to me," she said, "it's the only tool we have to make change."

It is definitely a PR puff piece.. and there could be a connection. Diebold is based in McKinney texas. Not sure about Doug's location...

"The Travis County Clerk said the new technology that many counties around the country are considering is called Direct Recording Electronic voting equipment, known as DREs. Compared to automated teller machines, this equipment uses touch screens or screens that can be navigated with turning mechanisms (knobs) and is equipped with audio capability to enable visually impaired voters to vote in private, instead of having to tell others how to cast their ballots on their behalf.
Because of the ongoing trend toward DREs, DeBeauvoir said lawmakers addressed several changes to ensure adequate pre- and post-election measures are in place to ensure their effective use and guarantee the security of the vote. “Some people were skeptical about DRE systems so they required counties to take steps that would satisfy everyone’s concerns that they were accurately recording the votes that were entered.”
An area that the Legislature made a point of re-emphasizing was the existing requirement that all punch-card and optical scan ballots be individually inspected prior to being inserted into a tabulator, Assistant Secretary of State Ann McGeehan noted.
“That was one of the problems in Florida. In many counties, they did not do that – they just let the machine count them before they looked for any irregularly marked ballots,” she said. “It was why there was some discrepancy in their recounts.”
While that was already mandated in Texas law, that provision was added once again to the Election Code to make clear the state means business.
“I know there are many counties that do that (hand inspection before tabulating) on a regular basis but there are a lot of counties that skip that step,” McGeehan said. “That’s something that we’re going to be emphasizing quite a bit in our training.”
All these changes are likely to have little impact on the 80 counties that still use paper ballots.
“One of the ironic things after the November 2000 election is that paper ballots began to look a little better than punch-cards,” McGeehan said, noting that “most folks in the election world thought we had to get rid of the paper ballots because they may be too easy to manipulate, alter or stuff.”
But those smaller counties that still use paper ballots are under no pressure from the state to change.
“I don’t see them going away, unless the state were to finance it,” she said.

It is curious how reality seems to have a sort of inbuilt sense of irony.
