BAGHDAD - The leaders of Iraq’s emerging new government must not allow “turbulence or incompetence or corruption” to slow or foil progress toward building democracy and defeating the insurgency, Defense Secretary Donald H. Rumsfeld said.

Rumsfeld arrived at the Iraqi capital before sunrise Tuesday aboard an Air Force C-17 cargo plane for his second visit in three months. The visit reflects a desire to push the political and military momentum that he believes has been growing since the Jan. 30 elections for a national assembly.

2. This makes me wonder if they fear something?
Does the Bush admin. sense a corrupt system being born in Iraq?
Do they see cronyism occuring with the Kurds/Shiites?
If so, I doubt one speech by Rumsfeld will have any influence on stopping it.

American contractor kidnapped in Baghdad

BAGHDAD, Iraq (CNN) -- Defense Secretary Donald Rumsfeld arrived in Iraq early Tuesday on an unannounced visit, hours after a U.S. Embassy official said a U.S. citizen working for a contracting company was kidnapped from a construction site in Baghdad.

The embassy would not reveal the name of the abducted American or the name of the company. The contractor's next of kin has been notified.

Rumsfeld was to meet with officials of the new Iraqi government, U.S. commanders and American troops. He landed in Baghdad about 6 a.m. Tuesday (10 p.m. Monday ET) -- his arrival previously undisclosed for security reasons
