Before Clinton was the last President to propose a balanced budget to Cong
My memory is that neither Bush I nor Reagan did, but I’m not positive. This would settle a dispute and should be used in all the presidential campaigns if I’m right.

It was his last budget for 1969.

2. Do you mean that Johnson was the last President prior to Clinton
to present a balanced budget to Congress? You mean Carter's last budget wasn't balanced?
