12. Dangerous to megalomaniacs who don't go in for humanitarian
reasons using the UN and procurement systems - so that the contracts($$) doesn't go to Iraqis but to Haliburton. Rummy needed to prove 1) preemptive non-UN war is the best kind of war 2) War can be done on the cheap using too few troops. Both of these made the insurgency much, much worse!
