Why can't every baby survive?

Why can't every baby survive?
Today i came downstairs to a wet mother dog and a litter of 10 puppies.
They were all squeeking to get to the mother's warmth and a teet.
Well, as the day progressed, one of them started having breathing
difficulties, and for all the kisses from its mother, heating pads,
mouth-to-mouth, milk-tiit inspiration... she died.

So, i'm holding the one dead puppy, while the mother gets on with the
9 squeeking, little monsters. My heart cries for the dead puppy who's
only experience of this life was tender licks from its mother and
caresses and warmth from this big pink dog. As much as i wish every
baby lived, some die.

I could make a law, that orders life itself to make every baby live,
yet the fact is, that some will die... and it is part of nature, part
of childbirth. If i were a neocon, i'd make a law ordering all mothers
who let their puppy's die, to be imprisoned, and all the living children
taken away.... because the neocon "mine" is a culture of death.

But i'm caressing an exhausted mother, who is joyous with her 9 puppy
litter, and who am i to call the death of 1 a failure. None of them
would be alive without the hard work of the mother. None.

I was going to write this as a political metaphor, about how the
male culture wants rules like "thou shalt not die" and things that
seem good, yet life is complex, and the feminine mystery of birth
is dangerous, and the mother or a child might aways die... and then
"WHere" is the compassionate conservative? Is it more dangerous to
use a condom or give birth? Is it more dangerous to give birth or
abort? Why are we making laws and legislating this divine life,
as if the laws midwife something inorganic unlike the mother, and we
are left feeling vindicated over the 1 dead puppy and not joyous
at the miracle of 9 alive.
